DFA PROVIDES MORE INFORMATION ABOUT COOPERATING MINORS THE ABC USES IN ILLEGAL STING OPERATIONS


WHY DOES THE ABC CONTINUE TO BREAK THE LAW AND USE UNDERAGE INDIVIDUALS IN STINGS?

Thanks to Jake Bleed with the Department of Finance and Administration, we have again been provided information about underage individuals that the ABC uses in illegal sting operations.

The reason that the use of underage individuals is illegal, is that Arkansas Code Annotated § 3-3-203 clearly and unequivocally states that it is unlawful for any person under 21 years of age to purchase or have in his or her possession any intoxicating liquor, wine or beer.  



As we previously posted this fact was also documented in a Congressional Report on underage drinking and compliance practices.

Another state agency, Arkansas Tobacco Control,  uses underage individuals in tobacco compliance operations, but they have an exception in the Arkansas law that forbids individuals under 18 years of age from purchasing or possessing tobacco products.

  

The ABC and the DFA have refused to provide an explanation as to how they believe that they are able to violate the law and encourage underage individuals to break the law in their sting operations.

Granted, the ABC Board can make rules and regulations but they cannot change the law.

So as a public service, once again we are passing on information provided to us to assist the public in an effort to stop the ABC lawbreakers and their corruption of Arkansas' youth and young adults.

The illegal operations these individuals are involved in with the ABC rakes in thousands of dollars for the ABC each month.  

In June, the fines for sales to underage individuals totaled over $37,000.00.
 
To use a term that tainted ABC Director Boyce Hamlet likes to toss out, most of these young adults are not technically minors.  

In Arkansas the age or majority is 18.  Once you turn 18 you are legally an adult.



This may create a technical issue if the ABC uses an adult operative instead of a minor and cites a permit holder for unknowingly selling alcohol to a minor.

Little Rock pastor takes his own life after complaint of sexually explict conduct with a minor child

On April 24, 2024, Tyce Michelle Scroggins found what she has described to authorities as "inappropriate text and pictures" on her husband's cellphone. The messages were between her husband, Michael Todd Scroggins, the senior pastor at Moody Chapel AME Church in Little Rock and a minor student at LISA Academy High School. Moody Chapel AME Church   An argument ensued about the text messages and Pastor Scroggins left the home. On April 25th, Mrs. Scroggins filed a report with the Little Rock Police Department about the text messages. She also notified LISA Academy administration. On April 28th, Mrs. Scroggins filed a missing person report with the Sherwood Police Department.  Sherwood Police put out an alert on social media.   On April 30th, Little Rock Police found Pastor Scroggins dead from an apparent self inflicted gunshot wound in his vehicle parked in the back parking lot of the church. England High School teacher caught having sex with a 18 year old former student in a car in a park

England High teacher Courtani Bell and former student Kaylin Sullivan   On Monday January 8, 2024 at around 6 p.m., an England, AR cop caught Courtani Bell (W/F 29) a teacher at England High School engaged in "public sexual indecency" in the back seat of Bell's car in a public park with a former student, Kaylin Sullivan (B/F 18).   Here's the police report.   The court date for the randy pair is set for February 22nd in England District Court. Bell is married (for the time being as a source says he's left her) and lives in Sheridan with her hubby Layton. Bell's cuckholded hubby works at the Sheridan Police Department as a cop.   Sullivan, will turn 19 in February 2024.   There are questions surrounding the commencement of their relationship and did it began when  Sullivan was a student?
